Creation Of Special Post
(1) Special posts may be created in any of the following circumstances:
(a) If any civil employee delays to attend the office of transfer owing to the circumstance beyond his or her control,
(b) If the work of former office could not be performed owing to the deputation of any civil employee,
(c) If any civil employee has been deputed on training, scholarship, seminar etc.,
(d) If any civil employee has been on leave exceeding one month.
(e) If a demand has been made for a post to be vacant
pursuant to Sub-section (3) of Section 7A. of the Act, and an employee is recommended by the Public Service Commission prior to being such post vacant.
(2) While creating special post pursuant to Sub-rule (1), a decision shall be made at the Secretary level of the concerned Ministry, Commission or Secretariat in respect of the gazetted post and at the Head of Department level in respect of a non gazetted post, by obtaining consent7 of the Ministry of General Administration.
Provided that, in cases where a special post is to be created for a period of less than one month in the circumstances of Clauses (a), (c) and (e) of Sub-rule (1), consent of the Ministry of General
Administration shall not be required.
(3) If circumstance of Sub-rule (1) ceases to exist, the special post so created shall ipso facto be cancelled.
